It's one of the Henchmen characters from a series called Venture Brother's. Specifically, it's Henchman 21. You should check out the series. It's a good one.

wow I loved the whole shoot but I really like the way I came out in this photo man thanks alot... you know making cosplays is hard work but it takes a good photographer to make it look as truly epic as it can be XD thanks have to do it again sometime
